摘    要:在所有的生产要素中,人是首要因素。在一切资源中,人力资源是最为宝贵的资源。重视组织的人力资源,开发人力资源,成为高等院校行政管理部门发挥管理和服务作用的前提条件。以人为本的组织文化,以其特有的导向、凝聚、激励功能,成为开发组织人力资源的最佳方式和必然选择。

Abstract:Among all productive factors,person is the first factor.Among all resources,human resource is the most precious resource.Taking human resources of organization seriously and developing its human resources has become an initial premise if administrative department of a university wants to take function in managing and serving.The people-oriented organization culture become the best way and necessity in development of the human resources with its function of condensing,stimulating and proper guiding.
