| 摘 要： | 文章分析了黑龙江省哈尔滨市、齐齐哈尔市、黑河市以及佳木斯市富锦市二龙山镇的城镇化路径模式，认为四个城市城镇化发展存在着经济产业十分薄弱、专项建设资金短缺、公共事业发展滞后、工作推进不够平衡、发展规划不够健全和优惠政策尚未制定等主要问题，提出了黑龙江省城镇化发展的进一步完善各类规划、建设中心村镇、培育优势产业、发展社会事业、拓宽筹资渠道、加强党政领导、尊重民众意愿等意见建议。

| Abstract: | The Approach to urbanization of Harbin, Qiqihaer, Heihe, Jiamusi and Erlong Mountain Town in Heilongjiang province is analyzed. Based on this analysis,it is argued that the weakness of urbanization is that the economical industry is weak, the special construction fund is inadequate,public utilities are slow,the process is not balance, development plan is not incom- plete, and the preferential policy is not made yet. It is proposed to improve various plans, con- struct the central villages and towns, cultivate competitive industries. Develop social business, make more funding sources, strengthen management, and respect people＇ s suggestions. |
