社会工作人才队伍建设面临的难题及其成因

当前，中国社会工作人才队伍建设正面临着一些现实难题，主要表现在：实际工作人员的素质偏低，提高服务传输主体的能力具有较大难度；传统工作模式的影响广泛，开展现代专业助人的服务受到较大制约；缺乏专业改造的战略理念，回应复杂社会环境的需求显得相对迟滞；专业人才培养的渠道单一，造就新型专业人才的活动没能广泛开展；资格认证体系的发展迟缓，促进人才脱颖而出的制度供给相对不足，等等。从因果关系的角度看，各种难题的成因可以归因为主观、客观和体制等几个方面。在科学发展观统领下，必须采取相应的对策来有效解决这些难题。

Problems Facing Social Work Talents Construction in China and Their Reasons

At present time, problems facing social work talents construction in China are as follows： difficulties of increasing social workers＇ capacities, more influences of traditional working modes, lack of strategic concepts for reinventing social work specialty, single channels for training professional talents, less progress in qualification authenticating systems, etc. From the perspective of reasons and outcomes theory, the reasons could be summed up as subjective, objective and institutional aspects. Under the guidance of scientific development concepts, we shall take corresponding countermeasures to solve all these problems effectively.
