基于法规的高校发展偏向问题思考

目前,我国高校普遍出现的"综合化"发展问题,其弊端显而易见,但实践依然如故。究其原因,既有高校个体的因素,如利益诱惑、自主权的适度运用等;也有我国教育制度及教育法规的因素,如单一的高校评价机制、教育法规缺少实践基础等。因此,完善高校法规,制定按学科、专业评价高校的机制并配以与之相关联的拨款、收费制度,是确保高校发展方向的有力措施。

Deliberation on the Deviation of the Colleges and Universities Due to the Laws

It is obvious that our colleges and universities have malpracticed during their course of comprehensivisation.Yet they are still on their way to it.The reasons for it are multiple: on the part of the colleges and universities,they have the temptation of interest and the proper use of the autonomous right;on the part of educational systems and regulations,the evaluation system is too simplex,and education laws and regulations lack the basis of practice.Thus,perfection should be made in the fields of laws and regulations,evaluation systems made according to the disciplines and majors,in combination with the powerful measures like appropriate funds,fee systems.
