| 摘 要： | 我国政府财政收支是基本不公开的。但我国金融市场已逐步趋向于开放。金融市场的开放性驱使市场引入具有约束性的制度和机制，对市场进行有效管制。公共财政领域可以借鉴金融市场做法，对我国财政信息进行披露，同时完善监督、约束财政绩效方面的法律制度。对目前政府财政绩效和金融市场现状进行分析，讨论宏观经济对政府财政调控的影响；分析财政绩效和金融市场对政府的约束影响，探讨政府财政绩效与金融市场发展策略。

| Abstract: | The Chinese government＇s policy of financial revenue and expenditure is not open enough. The opening of the financial market needs to be introduced by binding of system and mechanism, to effectively control the market. The public finance field can be expected to draw lessons from financial market practice. This paper discusses our current government financial performance and financial market situation and the future development strategy. |
