| 摘 要： | 欠发达地区由于受各种环境因素的影响，在发展终身教育方面比经济发达地区落后了许多。欠发达地区要发展终身教育，跟上发达地区的步伐，实现一个大的跨越，必须从制定地方性法律法规和配套政策、建立组织机构、确保人力物力财力、构建环境、提高认识以及加强监督等方面入手，构建发展终身教育的保障机制。

| Abstract: | Due to the influence of various environmental factors, less - developed areas lag behind much than economically developed areas in the development of lifelong education. In order to develop lifelong education, catch up with developed areas and realize a big leap, undeveloped areas must take steps in such areas as making local laws and regulations and related policies, establishing organization, ensure of human resources, material resources and financial resources, building environment, enhancing understanding and strengthening supervision, and other aspects. |
