地市级开放学院建设研究述评与展望

《国家中长期教育改革和发展规划纲要》颁布以来,有关地市级开放学院的研究,主要围绕地市级开放学院的定位、组织构架和管理体制、地市级电大转型为开放学院面临的机遇与挑战及其应对策略等问题展开。已有的研究,提出许多建设性意见,对地市级开放学院建设具有一定指导意义。但现有的研究都采用定性研究方法,得出的结论多是宏观的、宣示性观点,缺乏实证性定量研究支撑,也没有形成具有可操作性的行动方案。随着开放大学体制改革"5+1"方案告一段落,有关地市级开放学院建设问题会逐步凸现出来,引起人们更广泛深入的关注。地市级开放学院的定位、设置标准、准入与退出机制、治理结构以及地市级电大向开放学院转型的思路与路径选择等问题,可能成为研究热点。

A Research Review of the City-Level Open College Construction and its Outlook

Since the publication of the 0utline of the National Medium and Long-Term Program for Education Reform and Develop-ment, all kinds of researches on city-level open college mainly deals with its positioning, organizational structure and management sys-tem, and the opportunities and challenges during the transition, as well as associated measures and strategies. All these researches have proposed quantities of constructive suggestions to guide the construction of city-level open colleges. However, qualitative research meth-ods are used by most of the existing researches, with general and declarative views obtained, and thus lack of quantitative research sup-ports and feasible action plans. As the open university system reform“5＋1”scheme comes to a conclusion, problems concerning the con-struction of city-level open colleges gradually become manifest, and draw extensive attention. The issues including the positioning, es-tablishment criteria, admittance and exit mechanism, and management structure of city-level open colleges as well as thoughts and routes for the transition of city-level radio＆TV universities to open colleges may become research highlights.
