| 摘 要： | 我国社区建设的兴起,一方面是我国社会经济、政治发展到一定阶段的必然产物;另一方面又是政府出自管理需要推动的结果,它的路径选择更多是自上而下,这样就必然导致社区行政化的产生。要改变这一状况,必须引入治理理念。
