摘    要:理论和实践均已证明,人力资本是经济发展的引擎,人力资本的投资对经济增长的贡献最大。边疆少数民族地区作为欠发达省区,其发展缓慢的最大障碍来自于人口基数大,人力资本短缺以及人力资源质量较差。鉴于此,将现代人力资本理论运用到经济实践中,强化边疆少数民族地区的人力资本投资,重点加强边疆少数民族地区的教育和卫生保健等社会服务,实现有效的人力资源开发,最终促进社会经济的协调发展及和谐社会的构建。

Abstract:The theory andthe practice have proven that human.capital is the engine of economic development, and investing human capital can make the greatest contribution to economy growth. With its backwardness, the biggest barrier of development in the minority frontier area comes from its large population, poor human capital and low quality of human resources. Thus, by putting the modern human capital theory into economic,practice in the minority frontier area, reforming human-resource investment structure and greatly improving such social undertakings as education and public health, we can enhance the human-resource development in the minority frontier area, which will surely promote the social and economic development as well as the construction of socialist harmonious society.
