| 摘 要： | 社区建设是政府城市工作的一个极其重要的方面,是构建社会主义和谐社会的一个关键点。目前,对社区党建工作重要性的认识与政策贯彻落实不到位,领导体制不顺,"权不随责走、费不随事转",居民民主自治工作发展不平衡,建设与管理投资机制不健全,干部和工作人员的素质与新形势、新任务的要求不相适应,待遇低、人才难留,自身发展能力与管理水平亟待提升,"法治社区"建设工作亟待全面加强等,已经成为制约民族地区社区发展的主要问题。加快民族地区社区建设,必须进一步加强社区党建工作,理顺领导体制,认真做好城市民族工作,增强服务意识,坚持居民民主自治,构建完善的建设与管理投入增长机制,大力加强干部和人才队伍建设,全面加强"法治社区"建设,不断提升社区发展能力与管理水平,积极构建和谐社区。
