| 摘 要： | 贫困是对人类发展的最大挑战,也是各国政府所要解决的首要问题。按照阿马蒂亚.森的理论,贫困本质上是一个能力问题,是机会和能力的被剥夺。基于这一深刻的观察视角,联合国开发计划署于1997年提出了人类贫困(human poverty)的概念,并创造了用于度量人类贫困的指数HPI(Human Poverty Index),从而丰富了反贫困理论和实践。文章遵循HPI的理论内涵,考虑到我国的实际情况提出了用以度量我国各省(区、市)人类贫困状况的拟人类贫困指数SHPI(Similarity Human Poverty Index),并运用SHPI对2005年我国各省(区、市)的人类贫困作了近似度量。在此基础上,着重分析了地区经济发展水平与地区人类贫困的关系,得出了值得思考的结论。

| Abstract: | Poverty is a great challenge that every government has met and a problem that the government has to face and solve as well.Based on the theory of Human Poverty Index(HPI),the author suggests the Similarity Human Poverty Index(SHPI) and did a survey of the year of 2005 human poverty state in estern,middle and western regions by using the instrument.The conclusion has been drawn according to the analysis of the relationship between the human poverty state and the economic develepment level in those regions. |
