从社会政策理论看,没有一项社会政策是“万能的”。当一项政策的潜能被挖掘到相当程度时,可能就要考虑其未来发展的走势,也有可能要适时地向其他更加合适的方向转型。文章将就城市低保制度来讨论其未来发展和转型的问题,我们的视野也将从单纯的社会救助扩展到包括“可持续生计”和“资产建设”在内的整个反贫困的社会政策。
