| 摘 要： | 开放式政府、多渠道的公民参与和行之有效的社会监督，是现代民主政治的核心内容。随着网络化时代的到来，现代民主政治也被赋予了全新的内容和形式。互联网络的发展不但加速了开放式政府的形成，推动了公民政治参与的发展，同时也在进一步强化着社会监督的效力。

| Abstract: | Open government, civil participation in many ways and the effective social supervision are the central points of the modern democratic politics. With the coming of the internet era, modern democratic politics has been adding new contents and forms. The development of internet not only accelerates the forming of the open government and promote the development of the civil political participating but also strengthens the efficiency of the social supervision. |
