冲突与融合:高校评估与自主办学

近年来我国高校评估工作取得了很大的成就,但我们同时也应看到评估在促进高校自主发展方面还存在一些不足和缺陷。评估的行政色彩过浓,影响了大学办学的自主性;评估标准的过于统一无法充分展示办学的特色;过分强调评估的鉴定、导向功能,导致大学之间竞争恶化;高校评估泛滥,使大学无暇顾及自身的长远发展和规划。今后的评估要淡化评估的行政性,建立评估的中介组织;注重评估的弹性和多样性;比较评估功能,促进高校有序竞争,焕发大学的独立自主精神。

Confict with Merging:University Evaluation and Independent Management

In recent years,university evaluation have made great achievements.However,there are many the flaws and insufficiency in promoting the development of university self-development.College evaluation which is greatly influenced by politics affects the autonomous system of running a college:the evaluation criterion is too unified to reflect the characterisitcs of runing a college;over emphasizing the appraisal and guiding functions of evaluation worsen the competition among colleges or universities;the overspreading of evaluaiton make colleges pay less attention to the long-term development and plan.So afterward,the evaluation should avoid the over influence of politics.Establish the intermediate evaluating organization and pay much attention to the elasticity and diversification.At the same time,we should compare the evaluating functions,so as to stimulate the orderly competition and call forth the spirit of maintaining the independence and keeping the initiative of college.
