转轨时期中国就业问题的思考

中国当前正处于经济体制、经济增长方式及社会发展进程的转轨时期，就业问题是这一时期困扰我国经济与社会发展的难题之一。解决就业问题，一要坚持以经济建设为中心不动摇，通过发展经济增加就业岗位；二要坚持计划生育的基本国策，使劳动力再生产与经济发展相适应；三要调整产业结构，发挥第三产业吸纳劳动力的优势；四要加大对农业的投入，扶持乡镇企业的发展，增加农村就业；五要在加强本国地区间劳动力调配的同时，大力开展国际劳务输出；六要积极利用外资、外贸政策对就业的促进作用；七要发展人力资本，提高劳动素质；八要建立与完善劳动力市场服务体系，加强就业服务。

Thinking of China's employment question of transition period

China,at present,is in the transtion periods of eco no mic system,the style of economic increasing and social development.The employmen t is one of the difficult problems that perplex the economy and the social devel opment of our country in this period.This text tries hard to propose some counte rmeasures on solving the employment problem from strategic height on the basis o f analysing China's employment situation.
