| 摘 要： | 我国的军用工业已经取得了巨大成就，但是在许多方面技术仍然十分落后，军工企业亏损严重，军工技术创新面临不少问题和困难，必须综合运用市场和政府需求的诱导来激励和引导创新活动，在以自主创新为主的同时适当引进先进技术，及时有效地转化创新成果，开展军工技术需求预测和军工技术创新能力净评估以有所为、有所不为地推动军工技术创新．

| Abstract: | Despite great achievements obtained in recent years, Chinese military industry is still backward in many respects, facing many problems and difficulties. Especially, many enterprises of the industry are in serious deficits. In order to improve technological innovation of Chinese military industry, both market demand and government demand must be used to induce innovation, advanced foreign technology should be introduced and techology need forecast with innovation ability assessment must be carried out. |
