论科学的效率公平观的确立

如何处理效率与公平的关系是当代中国社会转型时期的一个重要问题。传统的观点认为两者是一对矛盾体,主张“效率优先,兼顾公平”。而实际上,公平不同于平等,效率与公平并不矛盾,而且在一定程度上是内在统一的。在当前,贫富差距引起的民众不满不是因为追求效率造成的收入差距,而是因为忽视公平造成的收入分配差距过大。因此,我们要历史辩证地看待效率与公平之间的关系这一问题,树立科学的效率公平观,这对于我们构建和谐社会具有重要的现实意义。

On the Establishment of a Scientific Notion of Efficiency and Equity

How to deal with the relation between efficiency and equity is an important problem in our contemporary China during the period which our society is experiencing a transformation from traditional society to modern society.Equity differs with equality.Efficiency and equity do not contradict each other.Furthermore,they may attain inherent unification to a certain extent.At present,the people's disaffections that the gap between richness and poorness arouse are not because income difference which creates in order to pursue efficiency,but great income allotment difference which results from neglecting equity.Therefore,we need to look at the problem historically and dialectically which is prior between efficiency and equity and to establish a scientific notion of efficiency and equity,which has a significant realistic meaning for us to construct a harmonious society.
