| Abstract: | From the angles of having diversified subjects of assisting poor areas, strengthening the management of the projects and capital, and establishing identification system and some other relevant systems, the author not only probes into the issues concerning the organization institutional innovation of assisting and developing the poor areas, but also brings about corresponding countermeasures． |
