中美关系中美国国会的作用分析

冷战后中美关系中摩擦和冲突时有发生，究其原因，美国国会在其中起了很大的消极作用。国会与总统权力的较量、党派斗争、意识形态的不同、利益集团的活动是国会起消极作用的主要原因，而台湾问题、贸易问题与人权问题则是其作用的主要手段。为发展积极的中美关系，就要加强双方新闻媒体的交流与合作、加强与国会的交流与对话、加强对各有关利益集团的工作以及两国领导人和政府有关职能部门的交流与对话等。

Congress and the president＇s power struggling, different ideology, interest groups,the activities of the National Assembly are the main reasons for a negative effect, and the Taiwan issue, trade issues and human rights issues are the role of its principal means. As a positive development of Sino-US relations, it is necessary to strengthen media exchanges and cooperation with the Congress to strengthen exchanges and dialogue to strengthen the various interest groups working with the leaders of the two countries and strengthen the government＇s functional departments of the exchanges and dialogue and so on.
