Private Lottery Viewed through a Comparative Study of Private Lottery and Public Lottery

Lottery, a kind of security bonds, is a double-edged sword which produces positive social benefits as well as negative impacts. Private lottery is a case in point and has increasingly become a barrier to the development of public lottery. On the basis of large-scale field trips and previous researches, we analyzed and compared the game rules, public confidence and management of both private lottery and public lottery in terms of lottery-buyers and lottery-operating subjects. It is discovered that private lottery gets the upper hand in, except for public confidence, all the other aspects such as the fun of lottery business, the flexibility of management and the density of the networks of lottery-dealers. With respect to the issue of how to further the healthy development of lottery, it is opined that we should draw some experience from as well as crack down on private lottery.
