| 摘 要： | 国际核机制的建立旨在规范利用核技术行为,保障整个人类的安全。冷战结束以来,国际环境发生了重大变化。一方面国际核机制面临着种种挑战,但另一方面冷战后的国际形势也为其提供了良好的发展机遇。各国要抓住机遇,应对挑战,继续为完善国际核机制而努力。

| Abstract: | The purport of establishing an international nuclear regime is to regulate the action of using nuclear technology and to safeguard the human security. Great changes in international environment have taken place since the Cold War ended.In the Post-Cold War Era,international nuclear regime faces many challenges,but international situation provides favorable development opportunities for it.Every country should hold the opportunities,meet the challenges and work hard for perfecting the international nuclear regime. |
