| 摘 要： | 西部开发人才是关键。然而西部人才资源处于制度供给的缺乏状态。西部人才资源制度供给的路径依赖是：增强非正式约束创新意识，实现传统与现代的对接；构建正式约束框架。保证人才流动的有序化；完善实施机制，为人才营造良好的环境。

| Abstract: | The talent resource is the key to the west development of China. But the western Region of China is lack of institutional supplying. The ways of the supplying talent resource of the Western Region of China are to strengthen the renewing ideology of the informal restraining for the use of tradition and modern ,to establish the frame of formal restraining to ensure that the talent resources can successfully flow ,and to perfect the mechanism of the implement and make a favor surroundings for the talent resources. |
