| Abstract: | The level of the teachers＇ ranks is the decisive factor of the speed,quality and level of development to the elementary educational undertakings of Qinghai Province. It is also an essential link to achieving the balanced development of education, promoting the equality in education and constructing a harmonious society. At present,what＇s extremely urgent is to implement the two kinds of basic education, enhance all -sidedly the quality and level of the elementary education of Qinghai Province, and strengthen the teachers＇ training for the tibetan areas. |
