摘    要:经济发展不平衡是人力资源流动的直接动因。在内外因相互作用下,人力资源从落后国家和地区向发达国家和地区转移。人力资源作为经济增长的重要力量,加速了移入国家和地区的经济发展,但对移出国家和地区的经济发展造成重大损失,从而进一步加剧了经济发展的不平衡。所以,正确认识人力资源流动与经济发展不平衡的关系,从而实施科学的人力资源战略,推动经济发展,具有重要的现实意义。

Abstract:The imbalance of economic development is the immediate cause of human resource fluxion. Because of the internal and external factors, human resources transfer from the underdeveloped countries and regions to the developed countries and regions . If So,it will quicken the economic development of the countries and regions they have moved in and bring about great loss to the countries and regions they have moved out. Based on that,this paper puts forward some relative countermeasures.
