大同市水土保持与生态建设对策研究

水保生态建设要以大流域规划为单位,小流域治理为单元,同时,实施大封禁小治理,发挥生态修复能力。开展水保林套种补植、混交林立体种植和实施封禁,采用公开、邀请招标和合同制相结合,前期工作适当简化程序等措施。

Measures for Soil and Water Conservation and Ecological Development in Datong

For soil and water conservation and ecological development, we should combine different scales of efforts, with bigger rivers as big units and smaller rivers as 'cells'. In the meantime, minor measures such as banning or suspension should be taken, so as to revive ecological recovery functions. While concrete measure being taken to conserve soil and water, such as planting different kinds of trees and blocking some areas, in management, open bidding and contract system should be combined and formalities in early states should be simplified.
