| 摘 要： | 随着体制转换和结构调整的进行,城镇贫困问题已凸现为当前不容忽视的社会问题之一。以下岗失业人员为主体的城镇贫困问题虽然在总体上有利于我国现代化发展,但它也给现代化发展带来严重的负面影响:它可能会抑制城镇经济与社会发展,动摇我国社会主义的价值基础,危及社会主义本质的最终实现,并影响国家的稳定大局。

| Abstract: | In the transformation period, poverty in cities and towns is becoming an increasingly obvious social problem. For the modernization, poverty in cities and towns has not only some positive influence but also much negative influence. It will restrain the economic development, shake the Socialist values, endanger the Socialist purposes, and affect the national stability. |
