制订工作人员行为规范是图书馆实施服务管理的必要手段和实现自我提升的重要环节。目前，高校图书馆行为规范的制订存在规范对象不明确、与道德规范相混淆、规范要求语焉不详等问题。在规范制订过程中，可以参考其它行业的有关做法，也可参阅美国或港台等现有的成文规范，既要结合本馆工作人员和具体服务的实际，也要注意根据试行情况跟踪修订，务求其内容详实、具体且易于理解和接受。
