PPP模式在电子政务建设中的应用研究

目前， PPP模式在国外公共基础设施建设中的应用非常广泛。PPP模式自身的运作机制使其可产生减轻政府财政负担、提高效率、降低风险、加强管理和控制等优势。而美国印第安纳州政府电子政务建设PPP模式的实践也说明该模式的可行性。但从实际来看， PPP模式在我国应用的时间并不太长，所以在推行的过程中需要注意公司化运作的组织管理、监管规制体系的完善、合理的风险分担机制设计和私人合作伙伴选择等方面的问题。

Research on the Application of PPP Mode in E-Government Construction

Nowadays, PPP Mode has been widely used in foreign public infrastructure construction. PPP Mode can reduce government finance burden, improve efficiency, lower risk, strengthen management and control with its own operation mechanism. The practice of PPP Mode in Indiana state E-Government construction proves its feasibility. But from a practical point of view, PPP Mode in our application time is not too long, so the process of implementation should pay attention to organization and management of company operation, improvement of monitoring and regulatory systems, design of reasonable risk-sharing mechanism and selection of private partnership, etc.
