| 摘 要： | 通过分析山东经济社会基础及十一届全运会对山东经济社会发展的推动作用，确定了举办十一届全运会的指导思想和总体目标。并围绕十一届全运会的阶段划分和主要任务，提出了山东省举办十一届全运会的战略对策。
