| 摘 要： | 我国农村社会养老保险发展中的突出问题在于制度设计本身存在严重的原则缺陷。现行的自愿投保原则、筹资原则、资金管理和运营原则严重制约了农村社会养老保险的发展。应对现行体制进行改革,实行“个人与政府分担,集体补充”的筹资原则,强制投保原则,省级统筹和市场化的基金管理运营原则。

| Abstract: | The main problem in country endowment insurance lies in serious principle defects in the system formulation itself.The present volunteering coverage principle,financing principle,fund management and operation principle restrict the development of country endowment insurance.Reform must be taken on these principles,implementing financial principle which is shared by individuals and government,supple- mented by collective,compulsory principle coverage,provincial plan for entire project and fund management operation with general adoption of the market principle. |
