旅游规划评审中的"潜规则"质疑

旅游规划评审时甲方、乙方与评委会三方“博弈”,派生出一系列“不足为外人道”的潜规则。围绕甲方追求质量抑或形式、评委追求真理抑或情面、乙方追求声誉抑或利益的“位移”,潜规则贯穿于评审前的评委遴选、评审本设计与装潢及交付时间控制,评审中的表决、拟写评语、归纳修改意见,评审后的修改本鉴定等诸多环节。《旅游规划通则》实有修订完善之必要。

The Doubt about the Latent Rules of the Examinnation and Appraisal of Tourism Programming

At the time of judging a tourism programming,the clients,organizers and judges of the plan always debate about it,which bring series of latent rules.With the difference that the clients persue the quality or form,the criterion of judges may be the truth or personal relationship,and the aims of or- ganizer repute or benefit,the latent rules always exist during the course of choosing judges,designing the program text,controlling the finished time,voting of the judge,writing comments,concluding modifying opinion and apprasing the last version of the text.It is necessary to modify and upgrade the General Rules of Tourism Programming.
