清代晋商在政府的许可下，纷纷进入解州盐池，投资经营制盐业。他们每年组织大批雇用工人雀全封闭的高墙内进行生产活动：及时开辟池旁土地，设置畦池，放入大池卤水并调配淡水，利用天日晒制。所产食盐，按照场官指定位置，储存于固定的盐亭，以待经户部备案的专职运销商人前采购买。
