“市场失灵”的不可避免和“政府失灵”的客观存在，使中国农村反贫困中市场与政府如何结合成为一个急待解决的问题，本文在具体划分农村反贫困中公共物品和非公共物品的基础上，提出政府应通过制度创新成为公共物品的唯一提供者或提供者之一，而通过其在营利性领域与企业的合作以及在非营利性领域内与NGO组织的合作来最大限度地发挥市场的作用，实现政府与市场的有机结合。
