科技人力资源开发与管理策略研究

摘    要:在全球化经济时代,无论是发达国家还是发展中大国,都把科技人力资源视为战略性资源和提升国家竞争力的核心因素,大力加强科技人力资源能力建设。在当前建设创新型国家的过程中,就如何加强科技人力资源开发与管理问题进行研究,这对于推动技术创新,增强自主创新能力,促进经济可持续健康发展,具有十分重要的意义。文章阐述了科技人力资源的基本概念及加强科技人力资源开发与管理的重要意义,分析了我国现阶段科技人力资源配置的基本状况,并就如何加强科技人力资源开发与管理问题进行较为深入的思考。

Abstract:At the age of global economy,in either developed countries or developing ones,human resources of science and technology are considered as their strategic resources and key elements in promoting national competitive strength,so they step up efforts to strengthen the construction of human resources of science and technology.In the process of innovative construction of the country,it is important to promote technological innovation,enhance independent innovation ability and promote sustainable and healthy development.The paper first elaborates the basic concepts of human resources of science and technology and the significance of strengthening its development and management,then analyzes the primary conditions of human resources of science and technology allocation of our country at the present stage,and probes into the problems on how to strengthen the development and management of human resources of science and technology in depth.
