山县有朋与日本政党政治

Yamagata Aritomo and Japan''''s Party Politics

Yamagata Aritomo was a military and political leader, active during Meiji and Taisho reign. He was a supporter of the imperial system, but an opponent of party politics all his life. During his forty-odd years in office he resorted to all means available to hit out at and disintegrate political parties. He was the initiator of money politics in Japan. He established the system under which defense minister should be chosen from those in active service, thereby promoting the development of and laying the foundation for the military to control the state.
