| Abstract: | Based on frequent problems on evaluation rules of comprehensive scoring method which is the most commonly used in government procurement, this paper detailedly discusses refinement ways of evaluation rules. Furthermore, working program and operation standard which should pay attention to in expert review activities is put forward. |
