科学发展观视野下的省直管县财政体制改革

省直管县财政体制改革目前正在全国有序推进,但仍然存在诸多问题。针对这些问题,可以从减少财政层级为突破口,合理划分地方各级政府的收支范围,完善转移支付制度,理顺上下级财政关系,建立起规范的地方二级财政体制,以此来带动行政管理体制改革,虚化市级政府,从制度上保障基层政府提供公共服务的能力和效率等方面来积极应对、有效解决。
