服务外包产业发展的人力资源要素研究

摘    要:人力资源是服务外包产业最重要的生产要素,开发人力资源可以与承接国际服务外包发展、就业结构变革、劳动者技能提高等相得益彰。人力资源现状与服务外包产业需求的弱匹配性,延缓了服务外包增长的进程。目前亟需以市场为导向,通过政府扶持、市场引导、院校教育强化、社会培训参与,形成综合性的、多层次的、广泛的、专业化的人力资源培养机制。
