| 摘 要： | 教师是我国基础教育发展的重要人力资源。当前我国中小学教师的发展状况却是不容乐观的，存在着质量平衡、教师教育、教师环境、教育评价等问题。必须充分挖掘教育资源的有利因素，优化教育政策取向，进一步提高中小学教师队伍的整体素质。

| Abstract: | Teachers are the important manpower resources in the development in China. However, the present condition of teachers' construction in high and primary schools is not optimistic. Such problems as the balance of teaching quality, teacher's improvement, teacher's environment and the evaluation on education exist. It is very necessary to explore the advantages of educational policies and improve the wholly quality of teachers in High and primary schools. |
