构建社会主义和谐社会,是党的十六届四中全会提出的战略构想和价值目标,福建作为我国社会经济发展较为活跃、在改革开放进程中取得巨大成就的区域,在建设社会主义和谐社会中应更有作为,走在全国的前列。社会公正是社会主义的本质要求,是构建社会主义和谐社会的基础。在经济建设取得巨大成就的同时,存在一个数量庞大的以贫困为主要特征的弱势群体,这是构建福建和谐社会必须充分关注和重视的。
