| 摘 要： | 如皋市作为江苏省首批创建义务教育优质均衡改革发展示范区。在区域推进义务教育优质均衡发展方面，主要采取了四个方面的有效举措：统筹布局调整、学校建设、教育装备，促进办学条件优质均衡；追求教学模式科学化、教学管理制度化、教学研究实效化，促进教育质量优质均衡；创新教育管理制度、管理方式、评价机制，促进教育管理优质均衡；推进教师培训工程、教师均衡配置、教师管理创新，促进师资队伍优质均衡。
