连云港临港开发战略研究

当代经济发展中，港口产业产生的乘数效应是巨大的。实施临港开发战略，就是要依托连云港所具有的国内外货物中转、装卸、加工，国内外游客运送及临海工业、仓储信息业等特殊功能，加快港口规划建设，大力发展现代物流业、临港大工业和新兴第三产业，带动苏北地区、陇海兰新地带经济的发展。同时，只有联合内地共同开发，以产业园区建设为重点推进开发，以城市建设为基础带动开发，以高素质人才为核心保障开发，才能保证临港开发战略落到实处。

In the course of modern economic development, the facient effect caused by port industry is huge. Implementing the port development strategy means speeding up port planning construction and re-enforcing the development of modern physical distribution industry, big port industry as well as the rising service industry through transshipment, loading and unloading and processing of goods at home and abroad, delivery of tourists, port industry, storage information industry and other special functions, which can boost economic development of such regions as north Jiangsu, Lanzhou, Xinjiang along Long-hai Railway. At the same time, Lianyungang should be combined with the backland to co-develop, put emphasis on construction of industry parks to advance development, based on city construction to drive development and centre on high-quality talents to assure development in order to fulfill the strategy.
