| 摘 要： | 网络教学资源建设和管理是网络教育质量的生命线。当前网络教学资源管理的无序化已成为制约我国远程教育可持续发展的严重障碍。文章从技术角度推荐一种目前较完备的网络教学资源管理体系的模型，重点介绍天津电大远程教育教学资源库的设计思想和框架结构，强调了教育部《教育资源建设技术规范》的贯彻执行。

| Abstract: | The resource development and management of network education is the lifeline of network education quality. Currently, the disorder of management in network education resource has become the serious obstacle for the sustained development of the national distance education. In the article, a comparatively mature and complete model for the management system of network education resource is recommended, an idea of designing and constructing the instructional database for Tianjin Radio and TV University is introduced, and the importance of implementing Technical Standard for Education Resource Management is emphasized. |
