增加农民收入的经济学分析与政策取向研究

农业、农村和农民 ,即“三农”问题 ,是当前我国农村经济和社会发展中的热点问题 ,而农民收入增长缓慢则是其中最突出的问题。从经济学理论分析 ,农民收入增长受资源禀赋、体制及制度、市场风险和人力资本等四个方面的约束 ,并源于传统经济结构和体制与经济现代化进程之间的矛盾。笔者认为 ,实行农村税费改革和减轻农民负担、以市场为导向调整农业结构、加快劳动力转移和城镇化进程、加大对农业的支持和保护力度的“一个思路 ,三条出路”是当前主要的政策取向

Agriculture, country and peasants are the central issues of china's country economy and social development. At present, the most prominent one is the slowly increasing of peasants' income. Analyzing from economics, the increasing of peasant's income which is restrained by the characteristic of resources, system, institution, market risk and manpower capital. Originates from the contradiction between the traditional economic structure and the modernization of the economy. At present, I think, the main policy direction includes reforming the country's taxation and lightening the peasants' burden, regulating the agriculture structure, accelerating the labor's transferring and urbanization, strengthening the support and protection to agriculture,.
