基于残障概念模式的残疾人就业政策目标评价

摘    要:将残障概念模式置于社会政策分析框架下,采用政策内容分析法,辅以文献分析法针对残疾人就业促进方面的法律、法规、政策文件,分析了当代残疾人就业政策的政策目标与价值导向。研究发现该政策目标仍停留在单一强调效率的层面,是一种个体模式导向的政策;该社会政策目标调整具有可能性。只有将优势视角的价值观纳入政策目标,并以公民权的立场,厘清和整合残障观念模式,调整政策目标,残疾人的就业质量才有可能得到提升。

Goal Evaluation of Disability Employment Policy in Mainland China:Towards Conceptual Model of Disability

Abstract:The paper places the conceptual model of disability in a social policy analysis frame,analyzes the goals and value of the disability employment policy with tri-angle methods including literature analysis method,policy content analysis and explorative interview.With the information form interview,it finds that the policy goal is efficiency-orientated and is based on individual model.To adjust the policy objectivity is necessary and feasible.First,the advantage perspective should be combined into the policy goal building To improve the quality of the disable,the models of disability concepts should be integrated to direct the policy goal′s adjustment with the position of the citizenship.
