| Abstract: | In order to maintain stability of the whole society and promote harmonious development of society, it is of great importance to take care of the handicapped and provide special education for every handicapped person. To realize educational equality and social fairness, the handicapped should receive special education from an early age so as to help them obtain self-esteem, self-confidence, self-improvement and self- independence. |
