＂包容性增长＂的提出为树立科学的政绩观与权力观,加强党的执政能力建设,建设中国特色社会主义提供了科学的理论支撑;同时,也有助于缩小贫富差距,提升政府公信力,维护社会稳定。目前,实现＂包容性增长＂面临着观念束缚、能力不足、制度缺位和职能滞后的政治障碍,要强化科学发展理念,完善相关体制,培育社会组织,促进政府职能的根本转变。
