| 摘 要： | 依法治国的关键是依法行政，依法行政实际就是领导行为法律化问题。这是一个新形势下各级党政机关及领导干部面临的新课题。其主要内容应包括：一、领导行为法律化的基本涵义及现状；二、领导行为法律化的客观必然性；三、领导行为法律化的基本方法；四、领导行为法律化的基本条件；五、实现领导行为法律化对领导干部的自身要求。

| Abstract: | The exercise of administrative functions according to law, which, in fact, is the legalization of the leader's act, is vital to the principle of ruling the country by law. This is a new issue confronting Party and government organs as well as leading cadres at all levels. The present paper discusses the legalization of the leader's act from the following 5 aspects: 1) the definition and current situation; 2) the objective inevitability; 3) primary means; 4) general conditions; 5) requirements for the leading cadres. |
