| 摘 要： | 以实地调查资料为依据 ,对陕西省高新技术开发区和全国高新技术开发区进行了比较分析 ,发现陕西省高新区发展存在R&D投入不足、人员结构不合理、产品积压严重、高新技术开发区管理不严和产、学、官联系不紧密等问题。最后提出应多渠道筹集研究开发资金 ,提高创新能力 ;大力引进高层管理、技术人才 ,调整人员结构 ,以市场为导向开发尖端产品 ,加快科技成果商品化等建议。

| Abstract: | The author based on the materials of investigating compared a nd analyzed the Shannxi province new and hi tech developing zones,There are many problems to block the new and hi tech deveolping zones developing such as absen ce of R&D fund,the structure of human resources,product sell,management,and so o n.At last the author suggested using all kinds of way getting risk fund and abso rbing hi tech human resources and researching new products guided by market to solve those problems in development. |
