京津冀生态合作的现状、问题与机制建设

生态环境问题是一个跨区域的系统性问题,打破行政区界线开展区域生态合作,是生态建设和环境保护的必然要求,也是保障区域生态安全和促进生态文明建设的必由之路。尽管京津冀地区的生态合作已有良好的开端,并取得了一些成效,但还存在着很多问题,缺乏系统的理论研究及理论指导下的生态合作机制建设是其中的重要方面。本文以京津冀为研究对象,分析了其生态合作的现状与存在的问题;参考生态合作研究成果,针对水资源供给与消费、风沙源治理和大气污染治理为核心的生态问题,尝试构建了生态合作机制建设基本思路;提出了生态合作的基本原则,明确了其生态合作的组成要素,提出了生态合作的各方主体、可以采取的生态合作方式及监督评价机制。

Application of ecological conservation cooperation for Beijng-Tianjin-Hebei regional integration

Ecological Conservation Cooperation（ECC）among different administrative regions is necessary for both ecological conservation and environmental conservation and is the only pathway towards eco-civilization construction in China. ECC practice has a long history,but only a short time as an independent research theme;moreover,systemic theory research and the normal study of ECC cases are lacking. Here,we outline the connotation of ECC based on a review of Chinese and international research that shows that ECC has continually extended from international cooperation to cross-regional cooperation in a country and to cooperation among legal persons from the beginning of the 20th century. We discuss enlightenment from the concept and the connotation change to ECC in the present and discuss the relationship between ECC and environmental cooperation. In order to construct a more effective ECC mechanism suitable for northern China,we state the compositions and sum up various ECC methods by reviewing Chinese ECC cases. We use Beijing-Tianjin-Hebei Regional Integration Development as an example and through the ECC framework indicate the ECC foundation,collaborative agents,main cooperation ways and the monitoring and evaluating system. In addition,we also give principles and policy suggestions of ECC among the three provinces. In the future,work on ECC between Beijing,Hebei and Tianjin should? form a safety curtain with an emphasis on ecological restoration and construction of the Zhang-Cheng ecological function area,improve regulation and control around the Beijing-Tianjin-Baoding central area ecotone,and enhance the support capacity of Beijing- Tianjin-Hebei ECC by constructing systems and mechanisms.
